Prioritize risk assessments over penetration testing

An ideal situation would allow you to do both; however, if choosing between one or the other, select the one that takes a more programmatic view of your posture. A penetration test may reveal very specific unpatched servers, bad code, or employees that lack awareness. A risk assessment will highlight these same issues at a programmatic level (e.g. vulnerability management, MFA, code review) and so much more, setting you up for both short and long-term actionable progress.
